Donald Trump’s willingness to contemplate U.S. troop withdrawal from South Korea is more evidence of “imperial retreat,” said Dr. Anthony Monteiro, the Philadelphia-based DuBoisian scholar. “The attempt to be the world’s single superpower, the military hegemon, was bankrupting the U.S.,” said Monteiro.
