“The people have given us a referendum” on CPAC, the Civilian Police Accountability Commission, said Frank Chapman, of the Chicago Alliance Against Racist and Political Repression. Eleven CPAC supporters were elected to the 50-person city council last month, and Chapman predicts many of the 14 other pro-CPAC candidates will win runoff votes on April 2. CPAC is “the only democratic solution” to bringing the police under community control, said Chapman.
