Ten Years of No Child Left Behind: Disaster Capitalism in the Schools

A Black Agenda Radio commentary by Glen Ford

No Child Left Behind has only been a failure if you believed the hype about its purposes. In fact, NCBL has been a roaring success in using “federal spending as a hammer to impose corporate governance over privatized public schools.” Wall Street has converted publicly-financed education into a no-risk market, teachers unions have been “demonized, demoralized and rendered largely politically inert,” and Black community control of schools is more remote than ever.

Ten Years of No Child Left Behind: Disaster Capitalism in the Schools

A Black Agenda Radio commentary by Glen Ford

In the space of a decade, No Child Left Behind has struck a mortal blow to American public education – just as intended.”

The Obama administration recently gave five more states waivers to escape some of the conditions imposed by No Child Left Behind, the corporate blueprint to remake America’s schools. That means almost half the states have already won waivers, and more will probably follow in this election year. Many critics of No Child Left Behind call the 10-year-old legislation, signed into law by President Bush, a failure. And, if you believe the real purpose was to foster extraordinary improvements in learning, then it was always doomed to failure. You cannot test your way to success, in education or any other endeavor; you can only decide who must fail. Politically speaking, No Child Left Behind was always destined to be selectively dismantled – as Obama is doing – because its arbitrary and impossible to achieve testing benchmarks would inevitably cause too many white schools to fail – as are probably four out of five districts, already. But No Child Left Behind was never intended to meet its stated goals. What the scheme was designed to do, was to use federal spending as a hammer to impose corporate governance over privatized public schools.

It has been largely successful, thanks to the diabolical genius of American racism, which always assumed that the project was aimed at Black and brown communities. The general attitude in 2002 was: break up that blackboard jungle in the inner cities. By all means, experiment on them! African American communities became the wedge through which could be inserted a corporate network of charter schools. Once the charter model reached critical mass in enough localities, President Obama unleashed an unrelenting wave of extortion and bribery that he called Race to the Top, forcing states to vastly expand the new market for charters. Thus reassured that taxpayer-financed education – a potential trillion dollar “market” – would become a Wild West for no-risk investment, Wall Street’s denizens jumped in the game with all four hooved feet.

African American communities became the wedge through which could be inserted a corporate network of charter schools.”

In the space of a decade, No Child Left Behind has struck a mortal blow to American public education – just as intended. The teachers unions have been demonized, demoralized and rendered largely politically inert – which has always been at the top of the corporate wish-list. This goal was achieved under a Democratic president, whom the teachers unions nevertheless endorsed with unseemly haste, even though Obama has been more effective in their evisceration than his Republican predecessor. The teaching profession, itself, has been degraded, possibly beyond repair.

Black America, which was so callously transformed into the core market for privatized schooling, has been systematically deprived of any avenues for community control of schools, which can never coexist with the corporate structures of charterization. Black teachers have been decimated in city after city, further weakening the social fiber of their communities.

So, it is a mistake to conclude that No Child Left Behind has failed in its actual purposes. Although it may appear that President Obama’s waiver policies are disarming the program, piece by piece, the bomb has already exploded. Disaster capitalism is now deeply entrenched in U.S. public education.

Michigan is "ground Zero" for Charters & house negro activity

"Detroit schools emergency manager imposes contract on teachers"

"Currently Detroit is a district with one of the highest percentages of students in charter schools in the country and nearly one quarter of all charter schools in the US are located in Michigan. President Obama and Education Secretary Arne Duncan have called the city “ground zero” for so-called school reform, i.e., merit pay, scapegoating teachers for low test scores and privatization."

While "The Root" makes a big deal about Chief Keef because he's "embarrassing King Obama." They ignore the circumstances that shape "Chief Keef," and so many other Mid-Western youths lives:

The Root wants "Chief Keef" to act "civil" while the Chicago Mafia occupies the White House and the Chicago city government.

Obama is currently on a bus tour in Ohio & Pennsylvania, where he'll be taking photo opportunities hugging and kissing on white folks in rural/suburban towns. Nothing wrong with this, some white folks are just as much a victim of the GE-Immelt "jobs program" as anyone else. Just pointing out that this is the perception being put out there by the O campaign.

Obama will be skipping places with the highest amount of people who are unemployed & losing their homes (Cincinnati 44.6% black, Cleveland 52.5% black, Dayton 42.6% black, Youngstown 42% black, Chester PA going bankrupt 73% black, harrisburg, pa going bankrupt 49.9% black, and Philadelphia 42.2% black)

While on this tour, Obama keeps saying that Mitt Romney would rather let Detroit go bankrupt. Well Obama and Gov. Jerry Brown let Stockton, California go bankrupt!

The Detroit, Democratic administration of Dave Bing is managing a Greek-like banker dictatorship over the city...

Don't let Obama separate himself from Romney. Spread these items around:

Great video (nice melodic backdrop for a sad situation):

Officials in Detroit and the state of Michigan have been cleared to implement a consent agreement that gives dictatorial power to the banks over the city’s finances and expenditures, following the dismissal of a lawsuit challenging the agreement’s legality.

The consent agreement, which will be overseen by a panel of corporate heads and investment bankers, allows for the ripping up of union contracts and the destruction of the jobs, living standards and pensions of thousands of city workers. It also paves the way for the slashing of fire protection, bus transportation and other vital services and the selling off of the lighting company and other public assets.

This is a bipartisan attack on workers, involving both the Democratic administration of Mayor David Bing in Detroit and Michigan’s Republican governor, Rick Snyder.

What is being done to the workers and poor people of Detroit is no different than what the International Monetary Fund and European banks are doing to the working class of Greece through the imposition of savage austerity measures. In Greece, tens of thousands of public-sector jobs have been wiped out, wages and pensions have been slashed, the retirement age has been sharply increased, and the official jobless rate has shot up to 21 percent and 50 percent for youth.

As Detroit’s leading business journal noted, “The only big difference between Detroit and Greece may be the number of zeroes in the debt.”

As in Greece, the bankers will brook no obstacles to their dictates. The credit rating agency Fitch cited the largely symbolic lawsuit against the consent agreement to downgrade Detroit’s debt rating further to junk status.

A Detroit Free Press columnist denounced the lawsuit as “suicidal defiance,” while Michigan officials backed up their demand for the legal challenge to be dropped with a threat to cancel a revenue sharing payment to the city, resulting in payless paydays for Detroit’s 10,000 public workers.

The situation in Detroit gives the lie to Obama’s claims about a “strong, robust recovery.” Detroit shows what the capitalist system and whichever big business candidate wins the presidential election have in store for the entire working class.

Both Obama and Romney plan to implement trillions in budget cuts in order to force the working class to pay for the crisis of American and world capitalism.

Diaster Capitalism In The Schools

The education policies of Obam are faithfully executed by Arn Duncan. Duncan has no credentials in education.  He is only Obams basketball buddy.  He once ran the Chicago school system.

The large scale closer of public schools in Chicago has resulted in large numbers of youth being thrown into the streets; with no jobs, no job trainig or education.  Increased street cime is the calculated result. Now these youth can be fodder for the prison industrial complex.

The remaining Chicago public schools are over crowed mini- military acadamies channleing youth to be cannon fodder for foreign wars. Meanwhile public schools in high income areas get the best of everything.  A world class edcuation is given to upper class White children.  It appears that Obam is just not that into us.   The Chicago education model is plannned for Philly as well.

Education is the largest sector of employment for Black professionals.  Why aren't Black education professionals  more outspoken about these policies that not ony effect their employment, but heir career as well.  They can forget about their son or daughter following in their career foot steps is they don't fight back.   Are Black educatetors still mesmerized by Obams picture on the wall.  Any vicarious thrill people may get from Obam being in the Whte House is false.  Draw value from your own life.  Obam has targeted the Black educator for extinction. Its time to fight back.  Use your churches, frats, and soroities as organizing tools.  Know what is at stake.

The Black educator does not owe Obam any loyalty.  Obam is just not that into us.

Eric
