President Obama's economic stimulus was very kind to the general category of education. But Black higher education got the butt end of his budget, with a net of $73 million in cuts, while traditionally Hispanic schools got an increase in funding. "It would be difficult to find anyplace in the federal budget where $73 million has a more concentrated impact on the fortunes of a particular ethnic group." Even southern Republican lawmakers are wondering aloud about Obama's priorities.

“Obama should be given a brief refresher course in the history that makes direct aid to Black schools necessary.”
Barack Obama encourages people to believe that he deserves to be remembered as the “Education President.” However, Obama will definitely not go down as a friend of historically Black higher education. Historically Black colleges and universities – HBCUs – take a $73 million hit in Obama’s educational budget. The cuts are even more disturbing, since education as a general category is a big winner in the president’s economic stimulus plan.
Obama’s people claim that an increase in maximum Pell Grant monies for low-income students will help all educational institutions, including historically Black ones. But that’s not quite true. Even if every one of the 132,000 Pell Grant students that attend HBCUs collected the maximum $200 extra dollars in Obama’s budget, that would only make up for one-third of the administration’s cuts to the Black schools. In other words, Obama’s slightly rising tide of Pell Grants will not sufficiently lift historically Black higher education boats.
The $73 million loss would have an outsized impact on the 105 Black institutions, many of which are on perennially shaky financial ground, and all of which have been hit hard by the current economic crisis. Although Black schools make up only three percent of total U.S. college enrollment, they account for one out of every five undergraduate degrees awarded to African Americans. It would be difficult to find anyplace in the federal budget where $73 million has a more concentrated impact on the fortunes of a particular ethnic group.

A direct comparison might be made with colleges that traditionally serve large numbers of Hispanic students. However,the Obama budget actually increased direct federal aid to these schools, from $93 million to $98 million. Native American higher education, on the other hand, gets the “Black” treatment: a decrease in federal funding to Indian schools.
The Obama administration’s callous disregard for Black colleges is even more curious, considering the president’s constant quest for areas of bipartisan consensus. Support for Black higher education is one of the rare issues around which southern white Republicans and members of the Congressional Black Caucus often find common ground. North Carolina is home to 11 HBCUs. The state’s Republican Senator, Richard Burr, wonders how Obama managed to find $9 million to fund a museum on the history of the whaling industry, but makes devastating cuts in Black higher education.
The timing couldn’t be worse. Many Black colleges were the products of philanthropy, and depend on it, still. But philanthropy is way down, which has pushed many Black institutions even closer to the edge.
President Obama should also be given a brief refresher course in the history that makes direct aid to Black schools necessary. Blacks were deliberately shut out of most higher education for almost the entirety of United States history. For that reason, Black institutions operate under specific disadvantages, while shouldering oversized responsibilities. There is nothing “race-neutral” about it. Past and present racial realities require that Obama give up the money.

US: Cuts in Social Security, Medicare to pay for bank bailouts

"The Obama administration has shelled out hundreds of billions, no strings attached, to the biggest financial institutions, under the false rationale that this would “kick-start” lending and generate jobs. All told, between direct cash infusions, loans, and guarantees on debt, Washington has handed over around $10 trillion to Wall Street in less than a year. In comparison, Medicare would need $13 trillion and Social Security $5 trillion over the next 75 years to remain solvent, according to the report. In other words, retirement benefits and healthcare benefits for several generations of the elderly could be secured at the cost of one year’s bailout of the financial aristocracy.
But the vast payouts to Wall Street and the imperialist wars abroad require the plundering of Social Security and Medicare. After giving hundreds of billions to the banks and setting a new record for military spending, Obama has no other credible target for “fiscal discipline.” Yesterday the White House revised upwards its budget deficit estimate by 5 percent from February to $1.84 trillion.
Secretary Geithner’s dual role as Wall Street frontman and “trustee” of the retirement and health care for the working class underscores the duplicitous nature of the Obama administration. Disregarding the trillions he has handed over to the banks, Geithner claimed yesterday that “there is no more important long-term fiscal measure than gaining control of the growth of Medicare costs.”
The first target for cuts will be Medicare, followed by Social Security. Geithner explained: “After we have passed health-care reform that puts our nation on a path to lower growth in health-care costs and expanded affordable coverage, this president will work to build a bipartisan consensus to ensure the long-term solvency of Social Security.”
Geithner’s reference to “bipartisan consensus” is Washington code for the sort of reform that can bring the most far-right, pro-market forces aboard. To make sure the significance of this was not lost, Geithner reiterated that Obama “explicitly rejects the notion that Social Security is untouchable politically.” Republican lawmakers reacted favorably.
Thus, after only four months, the historical significance of the Obama administration’s “domestic agenda” has come into focus. As it took a Democratic president, Bill Clinton to undo welfare, it will be a Democrat in the White House who takes the axe to Medicare and that last vestige of Franklin Roosevelt’s New Deal, Social Security.
The freeze in cost of living increases for Social Security and increased user payments for Medicare are only the beginning. The Obama administration used the release of the new data to amp up its demands for what it calls a “major overhaul” of health care in the US."
If Black folk don't wake up to Public Enemy No.1 against Black folks, then maybe they SHOULD shut down the HBCUs. If they can't produce critical thinkers and leaders what good are they?? Maybe the wakeup call will come when they put us back on the land to share-crop like my parents did in Mississippi. Perhaps then we can start all over with a new version of the "Land-Grant" institution. HA HA HA

Why aren't HBCU presidents and employees and students in the streets behind this latest kick in the teeth? As a past student of two North Carolina HBCU's (Johnson C. Smith and North Carolina A&T State University) I am outraged that this weasel would do this. I will conduct my own protest since I have heard NOTHING from anyone else. And what is that bit about upping the funding for Hispanic-based schools. Has not the king already rewarded that voting bloc again for it's sell-out vote for him?

Arthur Silber and Chris Floyd, two smart, critical thinking White guys, warned us about this Fraudster several months ago. It's a peculiar notion when a couple White guys, one openly gay, can articulate sanity over and above the Madness of Brand Obama. Can speak truth to power in eloquence and clarity we will never hear from the cowards and syncophants (the so-called "Black" Leaders) running the HBCUs. Here's Silber in his own words:

An Obama victory will kill much of the possibility for meaningful political opposition for good -- that is, opposition that might significantly alter the existing system without destroying it (if that is at all possible, which I am almost entirely convinced it is not). But the resentments, the anger and possibly even the hatred will remain, and they may grow. What happens then?
It hardly bears thinking about."

One of the things I like to do is to see if I can come to an overall understanding of patterns of behavior so that all these things can be anticipated, expected, predicted. I was never particularly supportive of an Obama presidency even before his election (I voted for Cynthia McKinney) because, after all, we Africans are in the United States.
What does that mean?
It means I read and study our experience in this country, commonly referred to as African “American” history. One of the things one recognizes immediately is that in nearly four centuries there has never been so much as a lull in white supremacy here.
In one of the last essays he ever wrote in this life, Dr. Martin Luther King, Jr. said this quite plainly and without apology.
“The nation waited until the black man was explosive with fury before stirring itself even to partial concern.” He added, to make sure he was not being misunderstood: “the largest portion of white America is still poisoned by racism, which is as native to our soil as pine trees, sagebrush and buffalo grass. Equally native to us is the concept that gross exploitation of the Negro is acceptable, if not commendable. Many whites who concede that Negroes should have equal access to public facilities and the untrammeled right to vote cannot understand that we do not intend to remain in the basement of the economic structure.”
In fact, Dr. King, like Malcolm before him, declared that the so-called changes of the civil rights movement were mere tokenism! King said changes had to be systemic, not symbolic. And he said systemic changes included reparations.
“When millions of people have been cheated for centuries, restitution is a costly process. Inferior education, poor housing, unemployment, inadequate health care-each is a bitter component of the oppression that has been our heritage. Each will require billions of dollars to correct. Justice so long deferred has accumulated interest and its cost for this society will be substantial in financial as well as human terms. This fact has not been fully grasped, because most of the gains of the past decade were obtained at bargain prices. The desegregation of public facilities cost nothing; neither did the election and appointment of a few black public officials.”
Obama is, therefore, performing according to expectation. He tricked many a Negro by quoting King and pretending to be on our side, pretending to be one of us. We even have calendars and posters linking Obama to King.
Yeah. Right.
Dr. King fought for us. Dr. King died for us. Literally.
What has Obama done for you?
Among so many actions hostile to Africans’ interests, he is reducing funding for HBCUs, which African students in this country desperately need (and need funded on the level Dr. King urged) if they are going to have access to any university education at all.
He is defecting (if that is even accurate) from his declared commitment to remedy the government’s economic persecution of African (black) farmers in this country. This is some of what Obama is doing for you.
In fact, what Obama is doing for you is what Dr. King meant when he declared “we do not intend to remain in the basement of the economic structure.”
Are not these Obama policies with respect to HBCUs and African farmers keeping us in the basement of the American economic structure? Dr. King said the United States owes Africans billions of dollars to correct inferior education. Obama is taking away millions with the net effect of preserving a situation in which Africans continue to receive inferior education.
This is predictable, after all, because Obama is charged with managing a country created by Europeans for European interests.
A European par excellence, the French aristocrat Alexis de Tocqueville, knew this was true as far back as 1835. In his book titled Democracy in America he saw the gradual ending of the enslavement of Africans in the northern United States and stated bluntly: “In the United States people abolish slavery for the sake not of the Negroesbut of the white men.”
To paraphrase, one may say today that in the United States “people” vote for a black-looking president not for the sake of the blacks but of the whites. Thus, the reality we face: Obama, the white man’s president. He serves the interests of those who put him in the position of politically managing this country.
How does he differ from George W. Bush?
In the 20th and 21st centuries, the African legal scholar Derrick Bell has made this principle of the role of interests quite clear. For example, in his book Race, Racism, and American Law he explains that all so-called progressive developments in African history in the United States are mere cynical maneuvering. Some of you may recall that this is what the late Nation of Islam leader the Honorable Elijah Muhammad used to call “tricknology.”
Writes Bell: Africans are more likely to obtain relief from “acknowledged racial injustice when that relief serves, directly or indirectly, to further ends which policymakers perceive are also in the best interests of the country.” It is always the case that the benefits to Africans “are more symbolic than substantive.” The most significant political advances for Africans were from policies that “were intended to, and had the effect of, serving the interests and convenience of whites.” Our so-called gains “are almost always the gratuitous dividends of policies which are favored by a controlling white interest or group.”
In other words, we black folks need to wake up because our very existence is at stake. This cat is not our friend.
if all they can produce is Obama Bots. Shut them down, they are obviously worthless in terms of producing critical thinkers. Just as I predicted last week...2 days to go before the new weekly edition of BAR and only 1, just 1 HBCU grad bothered to take the time to protest Obama's HBCU funding cuts. Since they think like White people, let them be educated at White institutions. It's abundantly clear that the syncophants, moral cowards and imbeciles running, attending and graduating from the HBCUs will only retreat to their offices, homes and dorm rooms and marvel at their "shrines", or smile gushingly at their pictures and news clippings of "their heaven sent" President. Or retreat to the confines of the leaderless, morally vacuous churches and "pray on it."
Shut down the HBCUs, all of them. Perhaps then the mental midgets and moral cowards "faking the funk" will speak out on the abdomination and sell out that is Barack Obama..
What you are advocating is congruent with the white supremacist policy of the Obama administration and the so-called color-neutral agenda of his handlers. Color-neutral means "white only," the obliteration of the right of Afrikan people to exist in this country. It is genocidal policy, and one of the targets to effectuate this policy is the defunding (leading to the destruction and abolition) of the HBCUs.
It is clear that the Obama's administration's aim is to obliterate the right of Afrikans to exist as a distinct grouping, to extinguish in the popular mindset the idea that we have the right to exist as a culturally and historically distinct people and that we have a right to perpetuate our distinctiveness in our own institutions, including the admittedly neo-colonialist HBCUs.
Why would you call for an approach that is consistent with a white supremacist agenda? Why give strength to that policy? I find that baffling.
You should be advocating, instead, that Afrikan-minded Afrikans take over the HBCUs, instead of calling for their destruction. This is precisely what our enemies are seeking to achieve -- their destruction. They want them shut down.
"In the next few weeks, the caucus will see a bill it fashioned with Rep. Elijah Cummings (D-Md.) be introduced — calling for funding for a one-day voter registration drive and lessons on the Constitution in high schools across the country.
Organizers are working with Rep. Ed Markey (D-Mass.) to gather support for legislation fighting climate change — and singers Solange Knowles and Keyshia Cole have both signed on to help, through the Green the Block campaign.
And the group also reached out to Sen. Barbara Boxer (D-Calif.) to get support for prisoner re-entry legislation that would help former inmates transition back into society.
Kudos to the prisoner re-entry legislation, but who in the ghetto gives a shit about global warming or lessons on the Constitution? Lessons from the Constitution? Hopefully they are using some Howard Zinn vs. textbook pablum rampant in public schools. How freaking pitiful is that? If education is such a big deal (and it is) then why not present Obama with a Petition protesting cuts in HBCU funding? Isn't education the gateway to success? "Mo money?" Wow. I'm impressed. Now that's a match made in hell. The Hip Hop Caucus teaming up with the Congressional Black Caucus who serve as (hee, hee) "mentors." Small wonder they are toothless in addition to clueless. More "voice" to the oppressed and politically disaffected?? My ass! If such were the case they'd be protesting the wealth transfer to the banksters or organizing protests in Detroit. How about a real "jobs" bill? No, what they are clamoring for is Mainstream Respectability (read sellout/accomodation).

The city was deliberately rendered unlivable for a huge portion of its previous residents, while corporate vultures from across the nation and even Australia schemed to create a new urban “model” – minus African Americans.
Yeah, that's a cool decision from Obama. Of course white colleges also need Obama attention so States education can be improved more. With Obama in the house, everything will be ok.

Obama's should think it more carefully. This is about education. Education that can broaden up knowledge and problem solving. If he thinks cut it out can save more budget, he's right. US: Cuts in Social Security, Medicare to pay for bank bailouts

"The Obama administration has shelled out hundreds of billions, no strings attached, to the biggest financial institutions, under the false rationale that this would “kick-start” lending and generate jobs. All told, between direct cash infusions, loans, and guarantees on debt, Washington has handed over around $10 trillion to Wall Street in less than a year. In comparison, Medicare would need $13 trillion and Social Security $5 trillion over the next 75 years to remain solvent, according to the report. In other words, retirement benefits and healthcare benefits for several generations of the elderly could be secured at the cost of one year’s bailout of the financial aristocracy.
But the vast payouts to Wall Street and the imperialist wars abroad require the plundering of Social Security and Medicare. After giving hundreds of billions to the banks and setting a new record for military spending, Obama has no other credible target for “fiscal discipline.” Yesterday the White House revised upwards its budget deficit estimate by 5 percent from February to $1.84 trillion.
Secretary Geithner’s dual role as Wall Street frontman and “trustee” of the retirement and health care for the working class underscores the duplicitous nature of the Obama administration. Disregarding the trillions he has handed over to the banks, Geithner claimed yesterday that “there is no more important long-term fiscal measure than gaining control of the growth of Medicare costs.”
The first target for cuts will be Medicare, followed by Social Security. Geithner explained: “After we have passed health-care reform that puts our nation on a path to lower growth in health-care costs and expanded affordable coverage, this president will work to build a bipartisan consensus to ensure the long-term solvency of Social Security.”
Geithner’s reference to “bipartisan consensus” is Washington code for the sort of reform that can bring the most far-right, pro-market forces aboard. To make sure the significance of this was not lost, Geithner reiterated that Obama “explicitly rejects the notion that Social Security is untouchable politically.” Republican lawmakers reacted favorably.
Thus, after only four months, the historical significance of the Obama administration’s “domestic agenda” has come into focus. As it took a Democratic president, Bill Clinton to undo welfare, it will be a Democrat in the White House who takes the axe to Medicare and that last vestige of Franklin Roosevelt’s New Deal, Social Security.
The freeze in cost of living increases for Social Security and increased user payments for Medicare are only the beginning. The Obama administration used the release of the new data to amp up its demands for what it calls a “major overhaul” of health care in the US."
If Black folk don't wake up to Public Enemy No.1 against Black folks, then maybe they SHOULD shut down the HBCUs. If they can't produce critical thinkers and leaders what good are they?? Maybe the wakeup call will come when they put us back on the land to share-crop like my parents did in Mississippi. Perhaps then we can start all over with a new version of the "Land-Grant" institution. HA HA HA

Arthur Silber and Chris Floyd, two smart, critical thinking White guys, warned us about this Fraudster several months ago. It's a peculiar notion when a couple White guys, one openly gay, can articulate sanity over and above the Madness of Brand Obama. Obama, the white man's president
One of the things I like to do is to see if I can come to an overall understanding of patterns of behavior so that all these things can be anticipated, expected, predicted. I was never particularly supportive of an Obama presidency even before his election (I voted for Cynthia McKinney) because, after all, we Africans are in the United States.
What does that mean?
It means I read and study our experience in this country, commonly referred to as African “American” history. One of the things one recognizes immediately is that in nearly four centuries there has never been so much as a lull in white supremacy here.
In one of the last essays he ever wrote in this life, Dr. Martin Luther King, Jr. said this quite plainly and without apology.
“The nation waited until the black man was explosive with fury before stirring itself even to partial concern.” He added, to make sure he was not being misunderstood: “the largest portion of white America is still poisoned by racism, which is as native to our soil as pine trees, sagebrush and buffalo grass. Equally native to us is the concept that gross exploitation of the Negro is acceptable, if not commendable. Many whites who concede that Negroes should have equal access to public facilities and the untrammeled right to vote cannot understand that we do not intend to remain in the basement of the economic structure.”
In fact, Dr. King, like Malcolm before him, declared that the so-called changes of the civil rights movement were mere tokenism! King said changes had to be systemic, not symbolic. And he said systemic changes included reparations.
“When millions of people have been cheated for centuries, restitution is a costly process. Inferior education, poor housing, unemployment, inadequate health care-each is a bitter component of the oppression that has been our heritage. Each will require billions of dollars to correct. Justice so long deferred has accumulated interest and its cost for this society will be substantial in financial as well as human terms. This fact has not been fully grasped, because most of the gains of the past decade were obtained at bargain prices. The desegregation of public facilities cost nothing; neither did the election and appointment of a few black public officials.”
Obama is, therefore, performing according to expectation. He tricked many a Negro by quoting King and pretending to be on our side, pretending to be one of us. We even have calendars and posters linking Obama to King.
Yeah. Right.
Dr. King fought for us. Dr. King died for us. Literally.
What has Obama done for you?
Among so many actions hostile to Africans’ interests, he is reducing funding for HBCUs, which African students in this country desperately need (and need funded on the level Dr. King urged) if they are going to have access to any university education at all.
He is defecting (if that is even accurate) from his declared commitment to remedy the government’s economic persecution of African (black) farmers in this country. This is some of what Obama is doing for you.
In fact, what Obama is doing for you is what Dr. King meant when he declared “we do not intend to remain in the basement of the economic structure.”
Are not these Obama policies with respect to HBCUs and African farmers keeping us in the basement of the American economic structure? Dr. King said the United States owes Africans billions of dollars to correct inferior education. Obama is taking away millions with the net effect of preserving a situation in which Africans continue to receive inferior education.
This is predictable, after all, because Obama is charged with managing a country created by Europeans for European interests.
A European par excellence, the French aristocrat Alexis de Tocqueville, knew this was true as far back as 1835. In his book titled Democracy in America he saw the gradual ending of the enslavement of Africans in the northern United States and stated bluntly: “In the United States people abolish slavery for the sake not of the Negroes but of the white men.”
To paraphrase, one may say today that in the United States “people” vote for a black-looking president not for the sake of the blacks but of the whites. Thus, the reality we face: Obama, the white man’s president. He serves the interests of those who put him in the position of politically managing this country.
How does he differ from George W. Bush?
In the 20th and 21st centuries, the African legal scholar Derrick Bell has made this principle of the role of interests quite clear. For example, in his book Race, Racism, and American Law he explains that all so-called progressive developments in African history in the United States are mere cynical maneuvering. Some of you may recall that this is what the late Nation of Islam leader the Honorable Elijah Muhammad used to call “tricknology.”
Writes Bell: Africans are more likely to obtain relief from “acknowledged racial injustice when that relief serves, directly or indirectly, to further ends which policymakers perceive are also in the best interests of the country.” It is always the case that the benefits to Africans “are more symbolic than substantive.” The most significant political advances for Africans were from policies that “were intended to, and had the effect of, serving the interests and convenience of whites.” Our so-called gains “are almost always the gratuitous dividends of policies which are favored by a controlling white interest or group.”
In other words, we black folks need to wake up because our very existence is at stake. This cat is not our friend.

What you are advocating is congruent with the white supremacist policy of the Obama administration and the so-called color-neutral agenda of his handlers. Color-neutral means "white only," the obliteration of the right of Afrikan people to exist in this country. It is genocidal policy, and one of the targets to effectuate this policy is the defunding (leading to the destruction and abolition) of the HBCUs.
It is clear that the Obama's administration's aim is to obliterate the right of Afrikans to exist as a distinct grouping, to extinguish in the popular mindset the idea that we have the right to exist as a culturally and historically distinct people and that we have a right to perpetuate our distinctiveness in our own institutions, including the admittedly neo-colonialist HBCUs.
